Carter played his first two collegiate seasons at Georgia Tech, where he averaged 10.5 points, 7.4 rebounds, an assist and a block in 26.5 minutes per game. He shot 46 percent from the floor, 27 percent from 3-point range (2.2 attempts per game), and 65 percent from the free throw line as a member of the Yellow Jackets. Carter transferred to Maryland following his sophomore season. In his lone season with the Terrapins, Carter averaged 12.3 points, 6.9 rebounds, 1.9 assists, and 1.3 blocks in 26.4 per game. He shot 55 percent from the floor, 33 percent from 3-point range (2.2 attempts per game), and 74 percent from the free throw line. Carter was voted All-Big Ten Honorable Mention by both the coaches and the media in 2016.
